Abstract/Summary:


The Spanish society is evolving a sensibility about reducing its dependence from non renewable foreign energy sources, resulting on the demand for a better use of the available energy resources, which in the case of Spain are mainly renewable. This concern is mingled together with a growing awareness about environmental issues, in order to progress towards a truly sustainable development scheme. As a result, the Spanish government has been legislating in favour of a new policy, promoting and regulating the production of renewable energy. Also, such laws guarantee the return on the investment for the renewable energy producers. So, for instance, Royal Decree 661/2007, guarantees an incentived tariff for PV installations up to 10 MW of 0.43 €/kWp, while for installations of less than 100 kW the tariff goes as high as 0.45 €/kWp. Fueled by this regulation, the PV sector has grown considerably since 2004 and, by May 2008, the installed and producing PV in Spain was set to 1085 MW. Hence, Spanish provinces such as Navarra, which has become the reference for the rest of the nation, have contributed by 14% of the new installed plants. On the other hand, provinces with a significant potential for PV installation, such as Santa Cruz de Tenerife or Las Palmas de Gran Canaria, the two administrative centres at the Canary Islands, make a contribution of just 4.5%, a percentage clearly below the prospective horizon for the implantation of such energy. The present document analyses the different barriers which are responsible for the restrain on the development of PV, particularly to the Canary Islands case.
