Paper is presenting developments of Lithuanian PV sector in the last two programming periods demonstrating efficient collaboration between national RTD system players with competencies in material research and businesses willing to develop innovative PV business. Paper presents bottom up approach of PV cluster development integrating RTD and industrial partners with further introduction of the open access dedicated to PV RTD infrastructure for testing and industrial scale research. Paper is discussing impact of governmental support through country smart specialization priorities for PV sector competitiveness and ability to survive market pressure and is presenting examples of successful implementation cluster based activities leading to novel competitive products introduction.
