Distributed generation is growing at accelerated levels in Brazil. This creates the economic imbalance of the distribution companies, being necessary a new tariff model that captures the greater level of insertion of the distributed generation connected to the electric network. Thus, the implementation of the binomial tariff in Brazil for low voltage consumers is being studied. This type of charging is an example of a multi-part tariff, accounting separately for demand and energy consumption. The success for the possible implementation of this tariff model depends on the behavior of several actors. This article aims to identify the main actors involved in this topic and the role played by them throughout the process carried out so far. The methodology used to achieve this goal is based on the study of exploratory scenarios through the elaboration of actor-versus-actor matrices, inspired by the work of Godet (1994). The study showed that the scenario is favorable for the implementation of this new tariff model. However, there are some conflicting actors, and ways to minimize these conflicts have to be studied to ensure the full success of the implementation of this new mechanism.
